The form below reaches me directly, and there is an email address and a phone number at the bottom of every page if you would rather write properly or simply talk it through.

You do not need a specification. A few sentences about what you are trying to do is enough to start, and these four things make the first reply a much more useful one:

• What the thing is for, and who uses it.
• Where it is now — an idea, a running site, a codebase somebody else wrote, or a project that has stalled.
• What it runs on, if it already exists. Even "Wagtail, and nobody is sure which version" is useful.
• What is forcing the timing — a launch, a contract ending, a security audit, or nothing in particular.

If it turns out I am not the right person for it, I will say so and point you somewhere better where I can.
